Training & Consulting


Since 1995, CHIPS founder and owner Tekelia C. Kelly has served business and education with Instructional Design and Technology. She holds a Bachelor of Science degree in Engineering Technology and Masters-level coursework in Instructional Design and Technology-Curriculum and Instruction.  As one of the principle teachers and consultants of CHIPS, Tekelia is dedicated to serving children and parents seeking school-to-work success.


Tekelia has taught children at schools, homes and learning centers; and trained adults at corporations, small business and colleges.  Her engineering and information technology expertise has been called upon by the Frist Center for Elearning; Mapco Oil for implementing their employee computer training center in Memphis, Tennessee; and the University of Tennessee at Chattanooga for the campus-wide implementationof Lupton Technology Classrooms & Podiums.

An entrepreneur, engineer, educator, editor, and entertainer, Tekelia's jobs have ranged from working as an Instructional Design Engineer for FedEx, Project Manager for UTC, Instructional Designer for Walden Security and STEAM Teaching Artist with the Tennessee Arts Commission.  She is an Education Consultant with over 20 years of integrating technology into the classroom, across campus and enterprise wide. She is also dedicated to strengthening the education-business, student-employer pipeline critical to school-to-work success in the 21st century.


As a mother and educator Tekelia has had personal, "hands-on" experience teaching her own children, as well as many others, the needed skills for school and work success.  Her career as an Industrial Engineer at Federal Express, Data Coordinator and Statistical Assistant at St. Jude Children’s Research Hospital Behavioral Medicine and Psychology Division, and Education Systems Analyst a Provident Companies all fueled CHIPS' school-to-work success model.


Tekelia worked as a K-12 Educator for Memphis and Hamilton County Public/Private Schools, and Instructor for Chattanooga State and Tennessee Technology Center.  She has worked in advanced placement, at-risk, ADHD and autistic and special education learning environments with stellar evaluations.  As a STEAM (Science, Technology, Engineering, Art & Math) Teaching Artist with the Tennessee Arts Commission she now also integrates art and technology into the curriculum.To learn more about Tekelia's STEAM programs and services visit


CHIPS 2.0 Director Rachel Kelly, is a licensed School Psychologist with an Education Specialist (Ed. S) degree in School Psychology.  She is a former School Psychologist of Hamilton County Schools; and helped pioneer Chattanooga, Tennessee’s Baby University. She worked as a teacher, mentor and program coordinator for organizations such as E-Kids, St. Nicholas School and Girls Inc; and has supported students of all abilities from childcare to college.


A Ronald McNair Scholar, Rachel Kelly was honored with the Exemplary Scholar Award from the University of Tennessee at Knoxville's Trio Program.  She is pursuing a doctorate degree in School Psychology; and is a contract School Psychologist with Stellar Therapy Services.  Together, Rachel Kelly and her mother Tekelia Kelly will offer comprehensive, collaborative and inclusive education enrichment
